About
Beginning
My name is Bobby Masula and I am CCIS!
I am a fourth-generation contractor who has had a diverse 30-year career in the construction industry. I began in my teenage years digging footers and pounding nails. Eventually, I ran the family construction business and partnered with my Dad. We had both residential and commercial projects.
The family construction business (RDL Construction) was established in the 1980s by my Dad, sole proprietor and spec builder- buy the land, build the house, sell it, and then move on to the next piece of property. Throughout the 90s, my dad and I built over 20 homes primarily in Boca Raton. As vacant land became scarce in the area, the family business ventured into remodeling.
I need to continue this story in my future blogs.
After working in the family construction business for 15 years and experiencing the real estate and new home meltdown in 2006, I was invited to interview with a building department for one of the largest cities in South Florida.
Adventure
In October 2006, my construction career changed- I became a Structural Building Inspector and then a Code Enforcement Officer for the next 15 years. After performing over 30,000 structural building inspections with the Building Department over a five-year span which included a $10 million new home construction built on the beach to a $500 million new high-rise building.
I transitioned to Code Enforcement which involved code violations, unsafe structures, and the 40-year safety inspection program as well as work done without permits. I even began working closely with local law enforcement performing investigations and following up on unlicensed activity and construction fraud. Within ten years, I was directly involved in over 150 arrests and issued hundreds of citations related to Florida Building Code violations and Unlicensed Activity and related construction fraud.
Not only did I work with law enforcement, but I also worked closely within the municipality with city attorneys and prosecutors, as well as investigators at the city, county, and state levels. There are well over 100 million dollars in loss throughout the state of Florida as a result of unlicensed contractors and construction fraud.
Overall, my experience of 15 years with the building department was an adventure of a lifetime!!!
Forward
Because of my experience and knowledge, I am able to help you avoid potential pitfalls within the contracting industry by vetting contractors and subcontractors, assisting with licenses and proper permit and insurance requirements, and protecting your financial interest in your project and property including the liability to you as the owner.
There are so many horror stories about unethical, unlicensed contractors and business practices, unfinished projects, the disappearance of monies, serious job injuries, and lawsuits due to lack of insurance and workers' compensation.
CCIS's goal is to help you recognize these potential hazards and how to avoid them. Our fiduciary responsibility is to the project owner by helping to protect your financial investment. Let us start working with you today.

Commitment is staying true to what you said you were going to do, long after the mood that you’ve said it in has left, meaning on the days when you don’t feel like doing what you said you would do, you get up and you do it anyway, that’s what builds character!
